The Center for Consumer Engagement in Health Innovation is seeking a Senior Policy Analyst to lead initiatives that focus on improving how health systems address the needs of the communities they serveInitial issue areas of focus include (1) using community benefit and other policy levers to advance practices and policies to promote health equity and address social determinants of health; (2) promoting consumer-friendly policies and practices related to hospital billing and financial assistance; and (3) integrating community engagement and equity into health system policy and practice.  


The right candidate for this position will be poised to provide national thought leadership on these issues and collaborate with internal team members on related work, such as affordability, medical debt and social determinants of health. Another key component of this role includes monitoring and responding to trends in these issue areas, and providing technical assistance in the form of strategic guidance and policy analysis to advocates, media, researchers, and policymakers at the local, state, and national levels. The position also requires nurturing collaborations among organizations with community benefit-focused projects, as well as other relevant stakeholders and advocates, including those from health and other sectors, over shared goals and interests.   



The Senior Policy Analyst is supervised by the Director of the Center for Consumer Engagement in Health Innovation and will be working closely with the Project Director.  


  • Serve as a strategic thought leader on issues of health system investment and policies that  address community-identified needs  

  • Monitor policy developments and provide policy analysis and research, including analyzing regulatory and legislative proposals, conducting key informant interviews, and reviewing reports and peer-reviewed literature  

  • Write issue briefs, reports, comment letters, fact sheets, and blog postings 

  • Maintain and develop relationships with collaborating consumer organizations, health system leaders and policymakers  

  • Serve as a media resource on issues related to hospital community benefit, financial assistance and medical debt 

  • Collaborate with internal colleagues and external stakeholders to promote the widespread adoption of Community Catalyst-developed tools and materials such as the Community Benefits Scorecard and Financial Assistance Model Policy  

  • Foster positive relationships with existing or current funding partners  

  • Provide strategic advice to state and local advocacy partners 

  • Make formal presentations to relevant audiences  

  • Coordinate with relevant internal project and cross-organizational teams 

  • Participate in program design and development, as necessary  

  • Perform other duties as called upon   




  • Bachelor’s degree plus 6 years work experienceMaster’s degree plus 4 years work experience, or 8 years relevant work experience  

  • Deep knowledge of and experience in hospital billing, financial assistance and community benefit policy and practice  

  • Strong ability to conduct evidence-based research and knowledge into public policy strategies and practice  

  • Understanding of—and commitment to—building capacity and policy pathways that support communities to meaningfully engage local institutions  

  • Outstanding ability to convey complex information in writing and orally  

  • Flexibility and ability to take on and identify emerging policy issues  

  • Demonstrated commitment to social justice, health equity and working with a broad range of stakeholders  

  • Strong leadership, relationship development and collaboration skills  

  • Ability to travel on average once to twice a month 


  • Experience working with local, state and/or federal policymakers  

  • Bilingual/bicultural background  



  • Salary Range: $68,959-$72,032
