- Comments regarding Interim Final Portions of the Regulations to Establish Exchanges (May 17, 2012) Community Catalyst's comments focus on the interim final portion of the regulations to ensure consumer protections on these issues.
- Comments regarding the Essential Health Benefits Bulletin (February 14, 2012) Community Catalyst applauds CCIIO for releasing the EHB Bulletin. Releasing the Bulletin on EHB is a positive step toward realizing the goal of expanding high-quality coverage to all Americans. We have suggestions to strengthen and improve the Bulletin to support consumer access to high quality health care.
- Comments on November 2011 CMS guidance on State Consumer Assistance Program Participation in Exchange Core Area 10 (February 01, 2012) Community Catalyst comment letter regarding funding for state consumer assistance programs within Exchange Establishment Grants. Community Catalyst identified three areas of concern within the guidance and recommended ways to improve moving forward.
- Comments to the Department of Health and Human Services on Exchange Guidance (December 21, 2011) 173 organizations if 45 states joined together to express their concerns about the Exchange guidance could make it less likely that the promise of the Affordable Care Act will be realized in every state.
- Supplemental Comments on the Exchange Proposed Rule Regarding Health Equity (October 31, 2011) These comments are focused on ways the Exchange can help address racial and ethnic health disparities.
- Comments on the Basic Health Program (October 31, 2011) Community Catalyst submitted comments to the Centers for Medicare & Medicaid Services (CMS) in response to the Request for Information Regarding State Flexibility to Establish a Basic Health Program Under the Affordable Care Act (CMS-9980-NC).
- Comments on Medicaid, the Exchange and Tax Credit Proposed Rules (October 31, 2011) Community Catalyst submitted comments to the Department of Health and Human Services, Centers for Medicare & Medicaid Services and the Intern Revenue Service with recommendations to improve proposed regulations to help create an insurance system with seamless, coordinated access to coverage under the ACA.
- Comments regarding the Establishment of Exchanges and Qualified Health Plans (October 01, 2011) Community Catalyst's comments to the Department of Health and Human Services in regard to the proposed rule for the establishment of Exchanges and qualified health plans. The comments focus on specific areas from our work with state advocates on the issues that are critical to make Exchanges successful in states across the country.

- Faith, Labor, Health And Anti-Poverty Groups Urge President Obama To Seek Shared Sacrifices From Wealthy In Debt Reduction Plan (August 30, 2011) Community Catalyst joined with faith, labor, and health and anti-poverty advocacy groups to send a letter to President Barack Obama urging him to reject budget cuts that disproportionately impact Americans of modest means and to demand shared sacrifices from the wealthy and corporations in his proposal to the bipartisan bicameral debt reduction committee.
- Comments on Robust Health Collection and Reporting of Data Pertaining to Racial and Ethnic Health Equity (August 02, 2011) Community Catalyst signed on to comments from The Leadership Conference on Civil and Human Rights’ Health Care Task Force encouraging the Department of Health and Human Services' proposed standards for collection and reporting of data on race, ethnicity, sex, primary language, and disability status in population health surveys.
- Comments on Rules Relating to Internal Claims and Appeals and External Review Process for Group Health Plans (July 27, 2011) Our recommendation focuses on the 10 percent threshold for translation and oral interpretation of private plan materials in internal reviews and appeals. Translation and interpretation of materials in the health insurance context is critical because almost 20 percent of the United States’ population speaks a language other than English at home.
- Letter to Senator Hatch and Representative Upton regarding their Medicaid letter to Governors (July 11, 2011) Community Catalyst and 118 other organizations representing consumers, health care providers, and people of faith in 33 states (plus D.C.) joined together to send an important message to Congress: Don’t shift more Medicaid costs onto states!
- Community Catalyst Letter to the Treasury regarding making Schedule H Optional for 2011 (June 23, 2011) Community Catalyst was disappointed to learn of the IRS decision to make reporting on compliance with consumer protections in the Affordable Care Act optional for tax-exempt hospitals for Tax Year 2010. These protections, found in Section 9007 of the Affordable Care Act, offer significant relief from medical debt and improve access to health care for low- and middle income families.
- Campaign for Better Care Comments Regarding Accountable Care Organizations (June 06, 2011) Community Catalyst is part of CBC, a coalition committed to ensuring that new models of care delivery and payment provide comprehensive, coordinated, patient- and family-centered care while driving down costs.
- Comments on Student Health Insurance Coverage Proposed Rule (April 25, 2011) Community Catalyst and six other organizations sent comments to the department of Health and Human Service on the proposed student health plan rule. Broadly we are pleased with the proposed regulations, however there are several areas where the group cited need for further action.
