Ashley Blackburn

Senior Policy Analyst, State Consumer Health Advocacy Program

As a Senior Policy Analyst for the State Consumer Health Advocacy Program at Community Catalyst, Ashley Blackburn conducts research and analysis on health care policy at the state and national levels. Ashley works closely with state consumer advocacy groups across the country to expand health care coverage and implement the Affordable Care Act, including work on Medicaid, private insurance, and enrollment.

Prior to joining Community Catalyst, Ashley served as a Legal Fellow at Health Care for All as a part of the policy team working on private insurance issues in Massachusetts. Before that, Ashley worked as a Staff Attorney at the Ohio Legislative Service Commission, where she served as the primary Staff Attorney for the Insurance Committee of the Ohio House of Representatives during implementation of the Affordable Care Act. Ashley holds a bachelor’s degree in strategic communication from The Ohio State University, and a law degree from Capital University Law School.

Community Catalyst works to ensure consumer interests are represented wherever important decisions about health and the health system are made: in communities, courtrooms, statehouses and on Capitol Hill.
